This position is listed on behalf of a partner company, who manages all applications and next steps. Our partner is looking for a Product Manager, Permitting & Licensing based in United States. This role offers the opportunity to lead the strategy and evolution of a mission-critical SaaS product serving public sector organizations. You will define product direction, translate complex customer challenges into scalable solutions, and improve how governments deliver services to their communities. Working closely with engineering, customer teams, sales, and leadership, you will drive innovation across the full product lifecycle. The position combines strategic ownership with hands-on execution, requiring curiosity about government workflows and a passion for user-centered technology. You will influence roadmap decisions, enhance customer experiences, and contribute to the modernization of digital public services. This is an impactful opportunity to shape a growing product portfolio within a collaborative, innovation-focused environment. \n Accountabilities: Define and execute the product vision, strategy, and roadmap for permitting and licensing solutions, aligning priorities with business goals and market opportunities. Partner with engineering teams to transform product strategy into actionable user stories, features, and technical priorities while managing backlogs through Agile methodologies. Act as a subject matter expert on permitting, licensing, inspections, and government workflows, helping teams understand customer needs and industry requirements. Gather and analyze customer feedback, regulatory changes, market trends, and competitive insights to guide product decisions and prioritization. Collaborate with Customer Success, Implementation, Sales, and Marketing teams to support adoption, product positioning, launches, demonstrations, and customer education. Develop data-driven business cases for new capabilities and improvements that deliver measurable customer and business value. Use analytics, AI capabilities, and customer insights to improve product discovery, prioritization, and overall user experience. Build strong relationships with customers and represent the product vision in meetings, conferences, and industry events. Requirements: 5+ years of experience in product management, ideally within SaaS, GovTech, workflow automation, or business process software environments. Experience with permitting, licensing, inspections, community development, land management, or related government technology solutions is highly preferred. Proven ability to convert customer needs into product strategies, roadmaps, and prioritized feature development plans. Familiarity with modern SaaS architectures, including technologies such as .NET, C#, JavaScript, SQL, and cloud platforms, with Azure experience preferred. Understanding of modern web application frameworks such as Angular or React, along with strong user experience principles. Strong analytical skills with experience using customer data, metrics, and insights to support product decisions. Experience collaborating with Agile development teams and using tools such as Jira. Excellent communication, leadership, and stakeholder management skills, with the ability to influence both technical and non-technical audiences. Bachelor’s degree in Business, Computer Science, Engineering, Public Administration, GIS, or a related field, or equivalent professional experience.
