Product Manager, Interoperability

This position is listed on behalf of a partner company, who manages all applications and next steps. Our partner is looking for a Product Manager, Interoperability based in the United States. This is a high-impact product leadership opportunity focused on transforming how healthcare data moves across payers, providers, members, and other stakeholders. You will own meaningful portions of an interoperability portfolio spanning APIs, data exchange, consent, identity, and regulatory requirements. The role sits at the intersection of healthcare regulation, clinical and claims data, payer operations, and modern technology. You will translate complex CMS requirements and industry standards into clear product strategies and scalable capabilities. Working closely with Engineering, Architecture, QA, Security, Delivery, and client-facing teams, you will guide products from strategy through launch and beyond. Your decisions will directly influence reliability, compliance, usability, and the ability of health plans to exchange trusted data at scale. This is an ideal role for a technically strong product leader who thrives on ambiguity, complex problems, and meaningful healthcare impact. \n Accountabilities: Own defined interoperability product areas end to end, including strategy, roadmap, priorities, requirements, delivery, launch, and ongoing improvement across areas such as Patient Access, Provider Access, Payer-to-Payer exchange, electronic prior authorization, consent, attribution, and supporting platform capabilities. Partner with the broader product leadership team to establish portfolio direction, identify opportunities, and ensure individual product areas contribute to overarching business and customer outcomes. Interpret CMS regulations and HL7 FHIR implementation guides, distinguishing mandatory requirements from customer preferences and translating them into actionable product strategies, requirements, and decisions. Create clear PRDs, epics, user journeys, workflows, user stories, acceptance criteria, and supporting documentation that enable Engineering and QA teams to build and validate solutions effectively. Act as a central decision-maker for questions from Engineering, Delivery, QA, Sales, Client Success, customers, and external partners, rapidly identifying root causes and driving unresolved issues to closure. Collaborate with Engineering and Architecture on API design, FHIR mapping and validation, bulk data performance, identity and authorization, observability, audit logging, error handling, and other technical trade-offs. Evaluate enhancement and customization requests based on product fit, reusability, compliance implications, customer value, and commercial considerations, prioritizing scalable and configurable solutions. Support product delivery through release planning, implementation readiness, user acceptance testing, go-live, and post-launch stabilization while incorporating feedback into future roadmap decisions. Strengthen implementation playbooks, testing guidance, FAQs, documentation, and enablement resources for Product, Engineering, Delivery, Sales, QA, and client-facing teams. Monitor developments across CMS rulemaking, HL7 FHIR, Da Vinci, CARIN, and broader interoperability standards and market trends to anticipate emerging product opportunities and requirements. Use product usage data, implementation insights, support trends, and client feedback to determine investment priorities and identify opportunities for data- and AI-enabled value creation. Requirements 5–10 years of product management experience, including meaningful experience with complex technical products and ownership from strategy through production. Strong experience in U.S. healthcare technology, payer data, healthcare interoperability, or another closely related domain. Practical working knowledge of CMS-9115 and CMS-0057, with sufficient awareness of emerging interoperability mandates to assess their product implications. Solid understanding of HL7 FHIR R4, REST APIs, OAuth 2.0, bulk data exchange, and healthcare identity, with familiarity across relevant implementation guides such as Da Vinci, CARIN Blue Button, US Core, Plan-Net, and US Drug Formulary. Proven track record defining and launching healthcare SaaS, API, data, or interoperability products. Ability to work credibly with Engineering, Architecture, QA, Security, Data, and Implementation teams without needing to be a software developer. Strong analytical and investigative instincts, with the ability to turn ambiguous problems into clear product decisions and actionable recommendations. Experience working directly with external partners, vendors, senior stakeholders, and payer clients. Strong product judgment, particularly when deciding what should be standardized, configured, or customized within multi-client platforms. Proactive, calm, accountable, and hands-on approach, with the ability to operate effectively across U.S. and international teams in a fast-paced environment. Experience with Jira, Confluence, Productboard, and Agile or Scrum methodologies. Bachelor's degree in a technical, healthcare, engineering, business, or related field, or equivalent relevant professional experience. Preferred experience includes Medicaid, Medicare Advantage, Blues, or commercial lines of business and their differing interoperability requirements. Familiarity with FHIR server platforms, AWS or Azure cloud-native environments, Databricks or comparable data technologies, EMPI, MDM, identity resolution, member matching, or consent management is advantageous. Additional valuable experience includes prior authorization, payer-to-provider exchange, healthcare data transformation, T-MSIS, MMIS, NCPDP, X12 EDI, HEDIS dQM, or identity standards such as OIDC, SAML, mTLS, and SSO.
