The candidate will routinely interact with business users and contracted IT representatives. This position will ensure contractor systems meet agency information technology directives, plans, goals, and contract requirements for Medicaid/CHIP programs including, but not limited to, Vendor Drug, Acute and Long-Term Care. This position, when necessary, supports planning, definition and high-level design of the solution while actively working with the Agile delivery team and the Product Owners (PO) to deliver on the ticket backlog for AMD applications   This may include identification, triage input into, or validation of a solution.  This position participates in quarterly planning activities actively participates in continuous discovery within the context of the committed work, and execution of the work necessary to support the objectives and individual Iteration goals. This will include identification, development, input into, and validation of Iteration outcomes.  The DPM assumes a tactical role which ensures all aspects of the delivery of an emergent backlog.  Will work with the Product Managers and Product Owners, other product delivery teams, and all pertinent stakeholders when refining the Backlog.  Reviews complex deliverables and provides comments to document owners. Support and/or prepares and presents complex communications and/or reports on delivery in alignment with the roadmaps and other assignments to all levels of staff up to and including executive management. Works under minimal direction with considerable latitude for the use of initiative and independent judgment   Essential Job Functions (EJFs): Supports analysis and assists with the creation of documentation necessary for ticket triage and coordination to develop a product backlog with all appropriate HHSC stakeholders.  This includes analysis, documentation, all supporting activities including ticket and backlog development, coordination with impacted stakeholders and other IT teams or vendors, risk/issue identification and documentation, and participation in cross-team coordination. Supports delivery, as necessary to ensure alignment with the committed to objectives. (40%) Provides analysis and documentation support on the IT component of product backlogs with emphasis on documentation of risk factors, dependencies, enablers and documents the associated mitigation strategies. (20%) Participates in coordination efforts with vendor discovery support team to provide necessary input to help refine features as necessary, to provide technical feedback, to support the definition of enabler stories, develop wireframes, POCs, and support the HHSC Systems Architect to develop the architectural runway. (15%) Provides mentoring, consultation, documentation, and direction to other areas of Medicaid and CHIP Applications with regards to implementation within all Medicaid and CHIP systems. (15%) Provides quality-assurance-related consultation to, or oversight of, product enhancements, assignments, or special initiatives. (10%)   Knowledge, Skills and Abilities (KSAs): Knowledge of the capabilities and limitations of computer systems and of the techniques used in automated systems Knowledge of computer hardware and software Knowledge of computer operating systems   Knowledge of Medicaid and/or CHIP Program and Policy. Knowledge of multiple computer-based systems, information technology management, and systems development methodologies including programming languages, systems analysis, and system testing.  Skill in Agile Methodology Skill in Product Management Skill in ensuring systems meet business requirements   Skill in coordinating and solving problems Skill in communicating effectively both verbally and in writing with technical and non-technical staff Skill in stakeholder engagement Skill in reviewing technical requirements and ensuring that vendors are using best practices and technology Ability to solve problems using various techniques and approaches   Registrations, Licensure Requirements or Certifications: Scaled Agile Framework (SAFe) Certifications preferred but not required   Initial Screening Criteria: Graduation from an accredited four-year college or university with major coursework in business administration, computer science, computer information systems, management information systems, or a related field. Experience may be substituted for education on a year for year basis.
